What if a device can access the Location API can we do a dynamic addition ...
do you know of anyother software which can support this?
also all devices can get list of current bluetooth services can we access this from widsets?

You cannot access Cell ID from within J2ME. The best, and only, way of accessing location would be to ask the user for his/her postcode, or other address info that you could use to perform (reverse) geocoding. There are web services that allow you to do this. I actually think this kind of mechanism works better than GPS/Cell ID location in certain circumstances (with Cell ID you need a database back-end to map Cell ID to location, with GPS you need a GPS fix and the potential for draining the user's battery etc.).
As stated by render, there are good reasons that the location API is not supported in the current version of WidSets.

I was looking for some way to approximately find the user location so tht i can render some intresting things for the user.
Is there any other good presentation technologies out there? TWUIK looks good but too expensive and not accesible yet for reggular programmers yet.

I agree that there's great potential for WidSets + location.
Good quality J2ME UI libraries are very thin on the ground. I've used J2ME Polish quite a lot, but I've given up on it for the moment - it has some nice features, but also has some annoying bugs. TWUIK looks good, but how much memory, processing is that stuff going to use up?! I actually think that WidSets has the nicest UI library around. It's just a shame we can't use the Cheetah UI framework for standalone J2ME projects!

Am not sure this would be feasible and work in all conditions..
If widgets can connect to wifi of the provider in a closed location and using teh ip address of the request to find the location.
How to set up automated fav for wifi (if there are hundreds of wifi location) and is it possible to select a fav wifi location from within widsets without connecting to the widsets server.
Also does the data between the actual user server and client goes through widsets servers? does the widset server change any data?
